The designated operator of the Netherlands, PostNL, asks us to inform other Union member countries and their designated operators that, owing to the COVID-19 situation in the Netherlands, it has made some further changes to the delivery procedure for all international inbound items that would normally require a signature.
PostNL changed its handover procedure in line with Dutch Government guidance as of 16 March 2020. Since that date, it has no longer provided a recipient's signature for registered items, parcelsor EMS items. As PostNL is committed to ensuring the delivery of these items to its customers, alternative proofs of delivery were implemented, based on different sources of handover confirmation: these may be the signature of the delivery person, the last three digits of the addressee's identity card, or simply a proof of delivery scan event.
PostNL thanks all other Union member countries and their designated operators for their understanding. It will update them on any changes via EmIS.
